Glacial Inscription
While attuned to this tome, whenever you grant a creature a Bardic Inspiration die, that die is considered a Frost Die. When the recipient rolls their Bardic Inspiration die, they may choose to trigger the Frost Die's secondary effect: in addition to the normal benefit, the target of their roll (if an attack or ability check opposed by a creature) must succeed on a Constitution saving throw (DC 14) or have its movement speed reduced by 10 feet until the start of its next turn, as spectral frost crawls from the point of impact.
