While attuned to this tome and holding it, you can use your bonus action to cause one creature you can see within 30 feet to hear the frantic psychic whispers of the library's trapped scholars. The target must succeed on a DC 13 Wisdom saving throw or become distracted until the start of your next turn: the target has disadvantage on the next attack roll or ability check it makes before the distraction ends. Constructs and creatures immune to the frightened condition are unaffected.
Spectral Index
When you cast a spell that restores hit points or deals radiant damage, you may expend 1 charge as a reaction to have ghostly text erupt from the tome and surge toward the target. If the spell restores hit points, the recipient also gains a +2 bonus to their next saving throw before the end of their next turn. If the spell deals radiant damage, the target of the damage takes an additional 1d6 psychic damage as phantom script burns through its mind.
Haunted Repository
Once per day, you may spend 10 minutes meditating with the tome open in your lap, communing with the spirits bound within its pages. When you do, you learn one piece of lore the DM deems appropriate — a historical fact, a creature's weakness, or the layout of a nearby location — as the ghost-scholars silently search their endless catalogues on your behalf. The information is accurate but may be incomplete or phrased in archaic, cryptic terms.

Balance considerations: At level 3, the Whispering Marginalia bonus-action distraction effect is potent because it does not require expending resources, so consider encounters where enemies have high Wisdom saves to prevent it from feeling automatic. The Spectral Index reaction charge expenditure creates a meaningful choice between offense and support, which suits the Cleric fantasy well. The Haunted Repository feature is narrative gold for DMs — use it to seed plot hooks, but keep information slightly fragmented so it drives investigation rather than solving mysteries outright. Phantasmal Force via Living Pages is above the typical power curve for level 3 but costs 2 of only 5 daily charges, making it an occasional tool rather than a reliable nova. Consider removing the Phantasmal Force effect if the party already has strong illusion access. The item scales naturally out of usefulness around tier 3 play when Cleric spell slots make the psychic damage and save bonuses feel minor.
