When you hit a creature with a melee attack, you can expend 1 charge as a free action (no action required) to sheathe the target in a rime of ghostly frost. The target must succeed on a DC 14 Constitution saving throw or have its movement speed reduced by 15 feet until the end of its next turn, and it loses any bonus to Dexterity saving throws granted by evasion or similar features until that same point.
Cold Marginalia
As a bonus action, you can expend 2 charges to draw on the ring's spectral archive. Until the start of your next turn, you can see through magical darkness and illusions within 30 feet as though they were not present, and you have advantage on the next Perception or Investigation check you make before the start of your next turn. Ice-pale text flickers across the backs of your hands as this effect activates.
Shelved Silence
When a creature within 5 feet of you that you can see attempts to cast a spell or use a breath weapon, you can expend 2 charges as a reaction to exhale a burst of paralyzing cold toward it. The creature must succeed on a DC 14 Constitution saving throw or its action is lost and the spell or breath weapon fails (any spell slot or similar resource used is still expended). This ability has no effect on creatures that are immune to cold damage.

Balance considerations: Frozen Inscription is strong against mobile or highly evasive enemies but its primary value is the speed reduction, which is meaningful but not overwhelming at tier 2. Shelved Silence is the most powerful ability — reaction-based spell interruption is rare and highly sought. The DC 14 Constitution save will succeed often enough against most spellcasters that it is not guaranteed, and expending 2 of 4 charges on a reaction is a significant cost that forces the player to weigh whether interrupting a spell is worth it. Consider that a player who uses Shelved Silence on a failed save has spent half the ring's daily charges for no effect — build encounters with a mix of spellcasters and martial foes to make resource decisions interesting. The ring's charge pool is intentionally tight: a player cannot spam all three abilities in a single fight without careful management. Suitable as a found item in any ice-themed dungeon or haunted library environment.
