Woven from the cast-off sail of a ship called the Unchained, this cloak was finished with thread said to have been drawn from a storm that sank an emperor's fleet. Sailors who have seen its wearer vanish into a squall claim the lightning that follows is not weather at all, it is the cloak remembering what freedom costs. No port authority has yet managed to hold its wearer for long.
